What exactly is the policy with content that mods did first?

Sorry for the long title, I'm also not sure this was the right section to post this in but couldn't think of where else it might fit.
So, my question is: What exactly is the policy on EA doing similar content to modders? like, i'm not 100% sure but i think somewhere one of the sim gurus said that they aren't allowed to copy stuff from mods. But does that mean they can't do what they're planning because a modder already did that? I doubt it, but still I'm curious...
like, for example someone made a beach vacation-mod, does that mean EA aren't technically allowed to put out a beach vacation pack now because it's content that modders already released?
I mean, like I said I highly doubt that, but I was hoping someone with more insight could answer it thanks in advance

Nope. It just means they won't use the files from a mod, they would do their own coding.
