can anyone tell me possibly why the restrictbuildbuyinbuildings cheat won't work for me? i have been trying to edit an apartment and can't do it without the cheat.

Have you turned on testingcheatsenabled true before trying to do restrictbuildbuyinbuildings off? I'm pretty sure the first one is a requirement of the second.
