It's a no-risk strategy in terms of you cannot hurt your game if you don't supply DLC that will/would attract negative opinions.
The offset is you are not generating a potential income from the DLC.
It's a smart move on their part based on the reaction to how well Skylines was received as a competitor to SimCity - but their decision is possibly partly affected by how their game was received and how well it sold.
The video is dated 11/Aug/2015 - therefore they had plenty of time to work out whether or not they were going to go down a micro DLC route.
But what about the many Assets that creators have created since the release?! I have SO many Landmarks from the workshop, and a day and night cycle would render them useless, because they would not be lit up at night and would look totally out of place...
Well @CXonor13, that kind of is the responsibility of the modders themselves. I'm not 100% sure as well on how it will affect mods. They'll very likely have a workaround to it as usual.
