Neither. IMO Pets should not be separated into themed GPs resulting in a Pokemon-esque 'gotta' buy 'em all' thing.
In an absolute ideal world (for me at least) I would like for pets to be patched into the base game so all future EPs, GPs and SPs could expand on their gameplay in some way, it would certainly stop the problem I have with these kinds of pack where the gameplay gets stale and repetitive very quickly.
Unfortunately that probably isn't going to happen so at the very least I'd like for EA to focus on more than just the destructive side of pets and to have more than just the obligatory cat, dog and random assorted pet "objects" you can barely interact with. Horses in TS3 were a good start but I'd still like for there to be more.
A full expansion for $40 would have cats and dogs and most likely have some other types of minor pets and little extras. Why on earth would anyone want to spend $20 a piece for each pet type and most likely wind up with less overall content than you'd get in a single pets expansion for the same price?

Yeah... I love spending more money than I have to on half baked content. Woohoo! Give me a minute, I have to sit down and take some deep breaths. I can't take so much excitement.
I would really like pets as a whole to come with cats, dogs, rabbits, guinea pig/hampsters, reptiles, birds, etc. I personally can do without horses because I didn't really like how they were handled previously. Also, I think it wouldn't work out so well without an open world.
Most of you guys here aren't going with what the OP suggested but if I have to pick, I'd say the Cat GP since I'm a crazy cat person huge cat lover. Meow.
Which Game Pack would you prefer to come out first? Dogs or Cats?

I rarely took horses off my property. They were to slow to travel around on. So I think horses can still be a good idea.
Horses would be kind of useless in TS4, IMO. The only thing I can see them being useful for is if we had a horse track or horse racing venue.
But to answer the OP's question, I'd rather have a full Pets EP.

Horses should come with a country side area, think of granite falls. There would be a ranch where you can go riding. I want a farm EP
