Promised but just friends?

I was playing the Landgrabb house. Malcolm and Cassandra Goth had full romance bars and were Lovebirds, Soulmates, and Promised (they're still teens). I switched to the Goth house. Suddenly their romance bars were almost empty, and they were Just Friends, Promised.
Very annoying.
