TS3/TS4 CAW Tool Discussion

I'm not a builder sim and I honestly do not care about being able to CAW in TS4, but I wish they would add it for simmers who actually want it. What I want is the ability to place and remove lots.
Someone refresh my memory. When TS3 base game came out, were we able to place lots? Edit rabbit holes?
What about TS2?
How long was it until we were able to fully create our own worlds in TS3?
Do you think TS4 will have this option available soon? What features are you looking forward to?

The ability to add lots to existing worlds only came with Ambitions.
In TS2 you could add new lots since the release of the game, and you could create new maps with Sim City 4.
I'm really hoping we will have CAW soon, there's so many worlds i want to try to create in TS4.
