Does the fire prevention system work in basements?

The kid's chemistry lab just caught fire in the basement, but the fire suppression system didn't go off. I am running a whole bunch of mods and CC, of course but have had no problems with the fire prevention system before (not had a fire since the basement update). I'm not sure of any way to reliably start fires to test further.

Burnt chemistry lab and fire prevention system: Perhaps the system needs to go on a wall that faces against the basement? or one above ground?

I moved the fire prevention system to a wall that is also an interior wall. Had another fire. Still didn't work. Is this just me? I really don't want to have to pull all my mods out to test it

Unless this is some new gadget, I always read that the fire alarm systems did not work very well. I don't bother with them in my game. My sims don't get that many fires anyway though my kid did set fire to the chemistry set the other day too. Must be something in the air

I noted that all the kids' drawings that I had on the wall above the set got burned to nothing. Many of them were drawings by parents and uncles and older siblings that can't now be reproduced. Oh well. One more point against hoarding.

In an experiment worthy of Mr Sausages, I have a basement full of children that I am going to try and set on fire. For science. It sounds so bad...
I have started a new game with no mods

First fire is put out by the father. Sprinkler doesn't start.

Second fire is also put out by the adult sim. The sprinkler sytem is installed above ground here:

The sprinkler System is RIGHT THERE!! I'm not putting this one out...
