Can't place on outer edge of lot?

Is this a bug or has the game been designed so you can no longer place anything on the surrounding outermost edge of the lot? I'm used to being able to surround the perimeter of the lot with a fence and/or extend floor tiles, fences, foliage, etc. to the outermost square. Can this no longer happen?

For example:


Within the area I have circled and have the arrow pointing to, nothing can be placed within that area all the way surrounding the entire border of the lot. I don't remember it always being like this and it definitely wasn't this way in previous games. Is this a bug?

Sorry, It's not a bug. You can't place fences on the outermost sections of lots. I'm pretty sure you can still put floor tiles and foliage there though. It's just how the game works.
