Roommates as NPCs - there in other Sims games?

With the advent of the new 'bug' that lets NPCs kindof live in your home makes me wish you could have an NPC move into your home but not control him/her.
Sims4 is my first Sims game... Did any of the previous versions allow NPCs to live in your home and go about their own life w/o any help from you?
I really wish this was an option... or at least something a mod could add.

I've always liked the idea of having roommates in these games.
Townies already have a solid AI. Make it happen EA!
