Can I provide an image and have my current display picture changed to that image or no

I'm sick of this picture.
I put it here as a placeholder for something else but hadn't been that active in my game and bam suddenly due to the actions of other people I can no longer edit my picture. I want to put something there that isn't disgusting or offensive. Something that actually represents the kind of sims I like to play with. My current picture was a "yeah just downloaded some CC, let's slap it all on one sim and see what it all looks like in game" and it makes me mad I can't get rid of it.
If I can't do this, when will I be able to change my profile picture manually?
edit: and another thing, I absolutely hate the big weird cheesy grins the sims make. Don't know why I took a picture when my sim decided to make the ugliest one she can.
