There are tools "packages" you can download for animated GIFs. Basically they're done the same way as "real" animations, meaning there's one picture at a time that is put together one after another to create a movie.
When I was a kid, my dad showed my brother and me how to make flipbook animations. We would get those big pads of paper and draw different scenes on them with characters walking, rockets taking off, and all kinds of monsters and stuff. We'd then flip the pages quickly and watch them come to life.
With computers it's the same, except you don't have to draw the in between frames, and don't have to flip the pages.
