What exactly does that mean? Does it mean it replaces the current colors so only the new ones are there or does it add to color choices?

It doesn't replace, it adds more colors, if it replaced it would say "default replacement".

Just to clarify, there are actually two ways to add more colors to an existing mesh (aside from default replacement).
One method creates a new thumbnail in the clothing catalog; the other method just adds color swatches to an existing thumbnail.
They're both Maxis recolors; the only thing that wouldn't be a Maxis recolor would be a new clothing mesh made from scratch.
