I went into build mode from the neighborhood screen because I'm running short on simoleans to finish building my house. I read somewhere that if you build this way you have unlimited simoleans to build with but it's still taking simoleans from me. Is there a way to build without spending anything and without using cheat codes?

If you have a family living in the house, then you'll have to spend their simoleans. The only way I know of to build without spending a sim's money is to go into build mode on an empty lot. You can evict your sims from the neighborhood menu. You can put them back after you've finished building, but they'll either need to have enough cash to afford the house or you'll have to use the cheatcode: freerealestate on.
