Enabling radio stations on all stereos

Hello, I was wondering if this type of mod would be possible and if anyone would be willing to make such a thing. ^_^; I'm sad that the cheaper stereos do not seem to have access to all of the radio stations.

Update: So last night I learned that you can upgrade stereos to access all stations, but now I'm wondering if it's possible to make this upgrade only require level 1 Handiness.

I believe it takes level nine handiness. At least, that's the point at which you can upgrade to get the Sims Retro station on high-end stereos. I haven't tried lower end stereos.
