I have started to build since I really didn't have any questions for you. We were friends at one point but looks like we aren't anymore, so I did resend the FR. I am doing my best to make it fit in to the style you are looking for.
I designed it as any casino and left out the windows from the gambling sections of the casino. I only found that windows would be appropriate on the floor where I have placed two wedding venues. Although I may change one of those wedding venues now to a bistro/restaurant. Not sure yet.
I did also add a couple things that weren't on your requirement list to fill space, such as another club featuring karaoke and then I did a bakery/coffee shop as well.
I am hoping you really like what I have come up with!

I just need to make sure you want the same kind of modern I have in my head. When you say modern you mean, sleek lines... something along these lines right?
For the entertainment area, I was thinking more of a place for parties and guests to hang out in.
I do have the BahHaus, Mid-Century, and the Ultra Lounge. I'm pretty sure I have the stairs, but I can't remember which set or venue they came with to check. Right now, I don't have any store stuff in my game (I'm going to slowly re-add it), so I can't check in game either.
