Bakery always empty... Help!

So I recently got the deliciously indulgent bakery and after placing it and adding shopkeepers I was able to buy a few things but the next time I made my sim go the entire shop was empty of everything... So I went home and waited a few simdays and again it was empty. After a while I started a new family in a new town and placed it again this time it didn't even add anything in it. It was instantly empty.
And no, I can't just click the register and buy from there it wont let me.
So... My question, How do I fill it with cupcakes and such? Is there any way?

    Unfortunately it seems that EA's idea differs from what most people wanted from the bakery, nothing new there, lol. It is intended that you have an active Sim manage the bakery and do the baking to stock it.

    However if you are OK with mods, once again a mod comes to the rescue in the form of NRaas Cupcake. This has options to allow the bakery to restock overnight.
