No option to register as horseman/horsewoman

So as my topic title says there is no option at my city hall to register as a horseman or horsewoman. I'm playing a 50 Foals Challenge and both parents are registered but when I tried to send the son who is taking over to register the only option that comes up is "register as retired." Does anyone know how I can fix this?
