Since device config assigned a GPU of 5, does this mean my graphics card was recognized? Did the system find a *matched* graphics card close enough to mine and assigned a GPU of 5?

No, it has to be found and matched to be recognized, I am just guess ing here. If it gave your GPU a score of 5 it may indicate the card may be capable of displaying good graphics even though it know little about the card, again I am just guessing. What is your card Name and model?
I read your other post and you must be using one of the new Intel CPU seeing you are using a 4600 HD integrated chip. The 4600 HD chip performance is better than the 4000 HD chip but still not as good as a modern discrete video card. I have the chip on my I7-4770K chip but I never utilize intergrated cards other than what is on my laptop(I do not use it to play Sims 3).

It should say [Found: 1, Matched: 1]. You have integrated/onboard graphics that you need to add to one or both (.sgr) files in order for the game to recognize the card.
