Shallow Water to Play In Ocean- I Need Advice

I really hate asking but I have no idea what I am doing wrong. When I make beaches and a shoreline slope to the water, what is the right level? Should it slope down or should the shore line have a flat area that is just below the water level? I keep getting a message that the water needs to be more shallow for playing in the ocean and I have tried all types of sloping, flattening, mix of the two. It doesn't work.
One example:
In this lot the whole water area is shallow enough for sims to splash to the other side and look at some decor, yet they can't play in the ocean.
I am totally confused and hope someone can give me pointers.
