What are some of the best city worlds people have seen in the exchange/forum? I'm going on a trial spree of custom worlds. I like Rem's Small City Project, but I don't have University Life. I have every other expansion pack though. Suggestions?

Define best? Works best, looks best, biggest best, littlest best, most city best, most of all the expansions best, most of the mix best? Newest best, oldest best? Looks best in pictures or I've actually played it best?
Cause, if I had a city world I would hope I'd think my own city world was the best.
And well, I haven't played any other worlds but my own and EAs. I can suggest going through the World Index and trying them.
*I don't know how many worlds are actually flagged as Cities- it should be in the information.

It uses some University decor but nothing too major. You wont miss much.
Good city worlds are few and far between. One that I really like is Manustyle/Daniel's New York, NY world: http://sims3newyork.blogspot.com/
Plus, if you go to Mod the Sims, you will find various WIP city worlds, like San Francisco, Los Angeles and Las Vegas. Generally, the quality of work at Mod the Sims is much higher than what you will find in the Exchange.
The one big exception to my comments about the Exchange might me Las Aniegos. This world traditionally has suffered from lag problems, and I don't know if those have ever been fixed.
For a more foreign character, you might consider Sim Keys Paris: http://www.thesimsk.com/paris2/
One of the problems with city worlds is it takes a long time to do them right, like a couple of years at a minimum. This means that by the time they are uploaded, they are several expansion packs behind. For example, the NY, NY world was sort of updated for Seasons, but really does not have much content which is much later than Late Night.
