Rabbit Holes

I was wondering about the difference between rabbit holes as city hall and "half" rabbit holes as library in university town e.g. In university library is outside rabbite hole but inside is a building where Sims can be visible. So I had a idea to buid interior in city hall using moveobject. So I would built some rooms as mayor office, meeting room, wedding hall etc and next place city hall rabbithole on it. It woud be work properly or my game would crash? Somebody tried to do something like this?

The library in the Uni world isn't a rabbithole. It has what is called a shell. In order to build a city hall with only a shell instead of the rabbithole, you'd have to download Jynx Rabbithole Doors and Rugs in order for it to function like a rabbithole.

ETA: If you tried placing the city hall rabbithole on top of that, you wouldn't be able to use it as there is no way to get into the center of the rabbithole.
