so i can run the sims 3 and all expansions with stuff packs and twallans mods without lag...
i can not run story progression mod right now beucause it lags my computer too much

I never said that. I said you can run the game, and the card is decent. As for how well you'll be able to run the game, unless somebody has exactly the same computer as you, it's hard to say.

on that link will the sims 3 run lag free on the first one or would i have to improve somethings

From the specs you posted, it should run pretty well. But no one can guarantee you no lag as Sims is a fickle game. Hypothetically it should work well, but you never know with Sims.
