Raincoats and Umbrellas

Anyone know how the raincoats and umbrellas work in the game? I have seen NPC sims walking around with umbrellas but my sims when it raining out always get the soaked moodlet cause they never user/have rain gear or umbrellas. How do you select them so you sim doesn't get wet when it raining?

Buy an umbrella then put it in your sim's inventory, they'll automatically use it if it's raining.
