Lot placement

I made my own custom world and I'm in the process of testing it out.
I have a ton of premade families in my sims bin that have houses. I have every size of lot in my world which is FLAT no hills nothing.
I have no issues placing an empty house. But if I place a house with a family everything greys out and it says:
"Cannot place lot contents at this location".
Doesn't matter which family house I pick they all do it. I've flattened the lots, changed them from community to residential nothing helps.
What am I doing wrong?
Second question why are some of the icons flat squares and the others have House outlines?
