Ceiling too low for staires??

I try to put staires in my house, it's on a foundation but it keeps saying "ceiling too low" no matter where I put it. Is this a bug? I never had this problem with any of the earlier sims, what gives?

Check your roof. Try removing all roofs and doing the stairs. I just had to redo my roof to enlarge a room and add stairs.
