Getting Hitched: What Am I Doing wrong?

I have two Sims I've paired up and their relationship is maxed out to the point where they're both each other's love interests but I am at a loss as to how I can get the two hitched. It's just so different a process than in the Sims 2. There it was easy as pie for me to marry sims off. I wouldn't be so bothered but I just want some family surnames to continue on to the next generation.
You know, I don't just play The Sims 4. ^_^
