Continuous on and off freezing

This just started today, but it's happened to me in the past. One of my games will seemingly "pause" for a few seconds and then resume. A few sim minutes go by and the same thing. If the game speed is increased the "pauses" last longer. It's been going on for an entire sim day. Any advice?
Also, after installing Generations, one of my toddlers in another game is stuck in a really weird position and she doesn't move around or move to any where. Advice on that?
