Proper Fish Spawner Technique Help?

I'm creating a fishing hole on one of my islands and I'm a little confused on how this goes. Do I place the fish spawners on the ground, form the lot, then go into edit in game to create the lake? And what's this about fresh water designators? I'm so confused, can anybody help please?
