Creating your own recipes with unique ingredients?

I remember reading that sims could make their own recipes at some point. My sim has a level 9 in cooking and is very creative. She recently got a wish to make a new recipe/meal out of the blowfish she just caught. How do I do this?? Do I have to have a level 10 cooking or is there an option in the fridge? Is the creation of your own unique recipes even possible?

I dunno about blowfish, but one of my characters is a chef, and she routinely puts stuff in there that I didn't tell her too. Like if she has apples, and I tell her to make pancakes, she may make 'apple pancakes'. She also can 'kick up a notch' certain food to make it spicier/better after its prepared..

My sim is at level 10 cooking, I really don't think you can choose what they make anything with.
Try for fish dishes like sushi, and Dim Sum(SP?), and hope they just happen to use the blowfish.
