I recently leaned of the placefriezes cheat and I am curious can you make L-Shaped stairs using this cheat?

I'm pretty sure you can.

But can you make the walls connect to the foundation on foundation? I don't know how to do this. I tried using the constrain cheat and I don't know enough about it to do it.

Every time I have used that cheat I find odd ceiling tiles somewhere near the building only viewable at certain angles. Friezes can be quite a headache.
