Disciplining pets help

I have a household that has two cats. The male sim owns the male cat and the female sim owns the male cat. I noticed yesterday that if I want a sim to scold a cat for something they can only do it to the one that they own which makes it harder when one sim goes to work. If one cat's owner goes to work the sim who is home can't scold the cat when it scratches furniture or climbs on the counters.
Why can't both of my sims scold both cats? They used to be able to, but not anymore.

The sims should be able to scold both cats.
Try moving your mods folder to the desktop. Then start the game and test to see if that helps the issues.

If the issues still remain, repairing the game may help. To do that, go to games library in Origin, right click on the sims 4 picture and click repair
