Instead of the regular cursor, the blue spinning "busy" cursor (for windows) that usually shows when a page is not responding is showing, however I can use it like a regular cursor. Upon alt + tab ing out and going back into the game, the game's cursor is gone and it's the regular mouse cursor.
Not sure why this happened all of a sudden and obviously it's not a game breaker by any means but it's just kind of annoying because it's standing out and I'd like to fix it.
Anyone know why this is happening or how to fix it?
Have you checked the Mouse Properties in Windows, specifically the Pointer Options tab? Which options have been enabled? Also, are you using the Windows Default (system scheme) in the Pointers tab? As another troubleshooting step, performing a clean Windows boot may help:

@td998 I did have that problem but it seems to have fixed itself. You could try disabling your Biometric device in Device Manager and see if that helps. You can always enable it later with no problems if it doesn't. (It's the fingerprint recognition device on some laptops). I never use it as resting my wrist on that side of the laptop affects my programs.
Make sure that when you are using your mouse that the Synaptics pad is disabled. You can do that in Mouse settings.
Sometimes it can be due to your antivirus program and you should check with them and Windows 10 downloading updates in the background.

I'm hoping it'll resolve itself as well. The more I play the more annoying it gets. For example, when I enter the camera mode I can still see the cursor. Also, when I move and grab in create a sim the grab cursor appears WITH the regular windows cursor. It's quite annoying.

If you launch the game and never use Alt-Tab while the game is running, the cursor issue never happens, is that correct?
Does the mouse cursor issue happen with other games? Does the Windows clean boot help? Another option to try is turning off the Origin in Game feature in the Origin client before launching the game:

No, instead of the cursor the blue "busy" is the cursor. It doesn't happen with other games. I haven't tried to the Windows clean boot yet (haven't had the opportunity). I'll try the origin bit the next time I launch.
It's not saving Sims4 to the OneDrive as you play is it? I've just found when I turned on my laptop after an update that OneDrive was busily saving the huge Sims4 folder to itself. I had to exit OneDrive to stop it. (It's on the right hand side of the Taskbar as a couple of clouds icon).
The issue has been solved! It was because I connected discord to sims 4. As soon as I turned off discord overlay it returned to normal. Thank you everyone for your help!

Are you playing the game in fullscreen mode or borderless windowed mode? What happens when switching to the other screen mode?
Try completely exiting the game. Shut down your computer. Restart the computer, launch the game, and see if the issue remains,

No it's not an issue with the mouse either. For some reason the game is not able to load the cursor.
How do I do that? I can't find the mouse options. Are they not ingame? If they are, where are they?

Here are my pointer options. Apparently a lot of people have this issue. Mouse trails keeps coming up but I don't have them enabled
