Tombstones only appear as tombstones when you put them outdoors. When you pick up a tombstone and move it indoors, it automatically turns into an urn. If you take an urn and move it outside on the ground, it becomes a tombstone again.
If you don't mind no one else coming there, I've had good luck with the "Generic" lot type. There are no lot requirements to put there with a Generic lot. I also started on a 20x15 lot as a small garden cemetery, then built crypt basements below for urns when I ran out of space on the ground above.
Do you have Wants & Fears enabled? Does she have a moodlet saying she's not happy/is angry because of wants not being fulfilled? If so, she won't do what she's told until you complete one of her wants. I usually have a sim complete "listen to a favorite music" want to get rid of the angry moodlet, and then they'll do what…

Just a thought - could you dress the Freshmen, Sophomores, Juniors, and Seniors in maybe different versions of the letter jacket (or at least give them to seniors) to show which year they're in? Or any everyday outfit you assign their same-age peer group, just so you can keep a mental note of their high school progression?
