It's something in Windows 10 and 11 on new PCs (as I said before, I had no problem on my old Asus desktop--but the Lenovo that succeeded it was problematic as it was current spec and a new, modern PC) in which the default user is NOT the admin also.
In fact, I just did it a few days ago so I could install the game (I FINALLY located the proper USB cable for my removable disk drive)).
A new Windows update even refused me playing Sims 4. I found out why by clicking the Notifications at the extreme left of the Taskbar. It gave me the option to sanction Sims 4 through the firewall. Perhaps it did that to those having difficulty.
If having problems with Windows 10, check System, Home, enter firewall in search box and that will give you an option in the list of App permissions and 'Allow through firewall' if you are using Windows Defender.

Howdy!! I just had to share how I managed this to FIX this "Administrator blocked" issue. To preface, I bought the entire sims 2 collection in disc form via CEX last week. I got to freetime before I experienced this issue. I have been up all night downloading the games so this was annoying to say the least and I tried everything the internet suggested. But The answer was right in front of me this whole time: - Open your task manager, - Click the "More details" tab on the bottom of the window, - Click file, - Run new task, - Type in E:\AutoRun.exe and MAKE SURE to SELECT the "Run with administrator privileges" option. I did this and the game began installing! I hope this helps :)

On another note, removable disk drives that aren't USB-C are SLOW. I think it's time I replaced it.
