Requesting Help - City Living - Tarp

The description states to use "It's not a tarp" to hold a flea market. I don't have any options. Is there a fix for this?

It has never worked since the game came out. So I'm not sure if it was ever supposed to have that feature or it's been long forgotten about. I often wonder if pairing that with the street sale table and putting furniture on it would work.
