Building a Foundation on second level?

Hi simmers! Hope y'all are ok!
Just here really to ask if it is possible to build a foundation on the second floor of a house in the sims 4, and if i can, how?
if you are wondering why i am asking, i am trying to rebuild the Eaves houses from Bridgeport in sims 3 whereby this functionality is required.
Any help would be most grateful!

I don't think you can do that.
The only thing I saw you could possibly do to create that kind of illusion is to scale up a flat shelf (I mean...Really, scale it up) and place it on the second floor.
Other than that, I can't think of anything.
