Just curious, maybe she cleared up her DCBackup folder or the Exchange didn't recognize DV store content.
Has anyone tried out the festival lot yet? I tried re-naming it, but the new name wouldn't stick and it seems to be in summer festival mode when you place the lot, not the generic non-festival park that usually the festival grounds look like. I'm wondering if the lot is still in testing cheats.

well given that it was built for dragon valley, of course it would use DV content.

She probably made it without using the 'construction' mode. I always do that with mine, and it sets itself to the season your hood is in as soon as you place it.

DCBackup Folder
When installing .sims3pack files, the game stores copies of the items found in those files here. These copies are not normally used for gameplay, however when you use the game’s Export facility to share anything, the game will look in this folder to pack any non-standard content. If it can not find the item here, it will fall back on a standard EA replacement, even if the item itself is still installed in your game.

I started with SimGuruSmitty's Festival lot and expanded it to 64x64 (and added a restroom, hers did not have one). If you are interested in a larger lot with more activities, here is a link to mine:
