Personally, I'd do it with NRaas MasterController (Cheats Module). You may be able to set skill ranks with testing cheats, also, but I can't remember. You can also use MC to assign career levels. I think I'd create and place the families in a new town, do my tinkering with levels there, save them to bin, and then place them in the towns where I intend them to live. I may be wrong, but I think you're less likely to introduce corruption into your saves if you do it that way.
You can also move them into a town and have them study to gain the skills and make a background story for them and evict them to the bin and save to the library before adding them to the town you want them living in.I did that with a sim I added to my town legacy challenge.

True. The "Cheats" add-on is needed to do it that way.
