Question about streets of Windenburg

While I was playing yesterday I could click the paths around Windenburg (for example I wanted to send my sim down to the watery areas behind the coffee shop where the logo looks more like a magnifying glass)
I could click to send her there but couldn't follow her there with the camera - is this supposed to happen?
I've had this with the park in Willow creek before when trying to get a sim to walk down the path to where the picnic benches are and I'm assuming this is like that and not meant to happen but sometimes does but can anyone confirm wether at some point I should be able to take the camera with my sim around Wondenberg not just stay at the lots I'm visiting? (seemed to be all lots not just the coffee house that's why I'm asking - maybe they intended it to be this way)
