I’ve suggested the whole system to be that each category (apart from swimming, perhaps) have hot and cold subsections. Still, some members replied that it would be a hassle setting up outfits in CAS. To do an open stairwell like you intended to do, you have to close up the space using walls or fences so that the game recognizes it as a “room”. Yes, mechanic-wise each neighborhood acts as a separate world. However, as I said, the developer’s build reveals those lots at the corner of map view for editing purpose. I am asking to at least have the same functionality for all players.
