  I have only been able to find it by fishing. So, just have your Sim fish for awhile and there is a random chance you will fish it up.

  i got both of mine exploring the catacombs. you can also get one (i have heard) by sending stones to get cut

  You can look around somewhere in catacombs. I found a couple of them.

  Criminal career track works too. My Sim got a few from there, although your hve to be at a certain level.

  What is Mr. Mysterious Gnome and how can I get one?
  - Mr. Mysterious Gnome is a special kind of object that should not be confused with the regular, boring gnome purchasable in buy mode. At night, we will often times move to different parts of your lot, striking stationary poses on objects, or turning on the stereo. When you click on him, you have the option to name him or kick him.
  
  You have a chance to get Mr. Mysterious Gnome from the following sources:
  * criminal career field
  * fishing boxes
  * cutting/smelting gems/metal
  * exploring the catacombs

  there is also a mod in mot the sims
  that lets you just buy them off the store
  u can also buy onmi seeds death fish ect
