Then your setup of the newer framework under Documents should match exactly how I have it shown in my guide (posted above), as I am running Windows Vista. Everything you need to get the CC/Mods running is provided in the guide.
EDIT: How do you have your folders setup? What have you done thus far?
Is that an image of the Delphy's Installer Helper Monkey??? If it is, that program is obsolete and you need to remove any remnants of it as well as the d3dx9_31.dll hack before your new framework will work.

Install WINRAR ( i find it easier )
download a package file. open it with winrar.
Done? good extract it to your \Documents\Electronic Arts\The Sims 3\Mods\Packages.
http://simpedia.simscri.net/Resource.cfg_eng makesure you have a resource.cfg file in your MODS folder. Happy Simming.

3. Only have package files in the package folder no others with the resource file
