    Is there any way of building a house without having to select your sims to move into a lot first?

      Go to "..." in the lower lefthand of the screen, click "edit town" click any empty or existing lot then click the build/buy icon.

      Yep! All you have to do is find an empty lot in Edit Town mode (Accessed from the menu) and start building! Have fun :)
