That's what I get when I start the game.
That can't be true!
It's a new computer with NVIDIA GeForce 9800 GTX+.

I have downloaded the GeForce/ION Driver Release 185 WHQL.
It's supposed to be the last one.
Well... I have been playing on a laptop with the min. requirements.
So that means I'm not able to play The Sims 3?!
The only thing remotely 'wrong' with your system specs is XP is at SP2 when it should be updated to SP3. Will that cause the game to work? I don't think so.
Launch the game, hit CRTL-ALT-DEL, this should minimize the game and pop-up the task manager. Look for T3.EXE under processes. Right click it and select Set Affinity. A small window will pop up listing 4 CPUs, uncheck all but CPU 0 and press Ok.
See if that helps you any.

Can you tell me the specs of your computer?
Go straight into your hard drive files:
c:/program files/electronic arts/the sims 3/game/bin
Look for T3.EXE
Right click this and Run As Administrator.
What happens?
This game can't handle 1280x720 resolution.

What resolution did you switch your monitor to? I had the same problem. Did you switch your monitor or just change the resolution?
In my case I just update Monitor Drivers (Not Video Card)and it works pretty good
