How do you get married?

Well not to make this long but...
When I first got the game I made a couple and got them married fine but when I tried over again with another family I started off with only one person then asked the man to move in to get married. The problem is that I'm not able to get them engaged nor married. The option does not pop up. Will they never have that option?
They have full likeness and they both are adults.
