Fabricator Dye Overlay

So I've never seen this in my own game because I haven't messed around much yet with Fabrication, but someone in a group I'm in posted this picture of their sim covered in dye from the fabricator. I have a Hindu family, and would love to at least give the illusion of them celebrating Holi, so I thought maybe I could use this and take pictures. Does anyone know if anyone has extracted it as a layerable skin overlay, or if not, could point me in a direction where I could learn to do it myself? What would be REALLY cool would be if I could combine the water balloons with this overlay to create something akin to a colour run, but I'm NOT a modder and have no idea how I'd go about it.

I would suggest also posting about this on Sims 4 Studio. You will need a membership but it's free. They have a creator help thread.
