    What are the minimum requirements for a functioning resort?

    I just starting creating a new world for the Sims 3 and decided for it to include the resorts from Island Paradise, however, I built a resort, and no sims are going to it. If I send a sim over there, it says its still closed. I included the front desk, the trash can and a resort tower. Its supposed to be a very low end resort, but I its still supposed to be open, and functioning. Is there anything important that I'm missing?

      As I remember, with testingcheatsenabled, there is an option of open/close (or somethings like that) once you shift+click on the front desk.
