What is causing such high CPU usuage?

This has been an issue for me for a few months now, and no matter what I do, it doesn't fix anything.
I have tried.

--Uninstalling Custom content/mods
--Lowering the settings down
--closing unnecessary background apps/browsers.
--Updating the laptop
--freeing up disk space.
--capping my FPS and turning on v-sync
--using a program like turbo booster.
--tried different worlds, different saves
--tried repairing game(though I know this does absolutely nothing)
--tried a vanilla folder

None of these have worked.Not sure what else I could try.

In the screenshot it shows 84% CPU, but when the game is actually fully loaded, its 100% and
stutters.

    This is a total shot in the dark. But before we get more granular here, the first thing I would want to know is if you are logged in at the Launcher or in-game levels and does the game start up any more cleanly without all the CPU usage if you do without being logged in, with the in-game TS3 store shopping experience switched off, or if even further you try to play in Origin's offline mode, with your Internet connection deactivated entirely? If it's not game itself running away with things while trying to connect or maintain a connection to EA's servers, something else could be trying to connect continuously to update itself.

    Second would be, are you running the startup hidden object game and is it any different if you disallow that, third would be does this also happen if you startup a new test game in a gentle world like Sunset Valley, Riverview, or Twinbrook rather than an existing save.

    I actually keep all of those things turned off, because I find the game loads much quicker without the hidden object game, and I have no need for in-game shopping.I have tried to use online features before, but it just slows my game down, so I keep those shut off, and never login.However, I have not tried turning my internet off completely though.

    I went and disabled my internet, started the game and went to twinbook,

    It was at 95% but I wasn't quick enough to screenshot it, because as soon as I minimize the game it drops back to normal.

    I know you said that your frame rates are capped, but have you verified this in-game (assuming you can get a game started this way) with the fps on cheat code to ensure they are staying that way?

    I have.It doesn't go above 60.They range between 55-60 FPS.

    With the usual culprits covered then, it might be the case that you are getting some unwanted effects from Win 10 and its Game Mode (is this switched off, TS3 doesn't like it). But it might be best for an actual Win 10 player to comment on that further.

    Does the game play well and is the stutter mild, or is the issue more intrusive than that?

    I didn't know Windows 10 had a game mode, so most likely, no the game mode isn't off.
    It depends on what I'm doing in game, if they are home the stutter is tolerable, if they're on a community lot its bad.

    I am certain you are not the only one, by far. So was that the culprit, or is it too soon to tell?

    Drats. I'm sorry, thought we were onto something there. And the same thing still happens on a clean, no content game folder when starting up a new test game, not a prior save copied in?

    Although 73% CPU usage for a heavy running game is not horrible, I take it still runs up to 100% or so even still?

    If so, afraid I'm out of ideas. Unless another Win 10 user has something else to suggest, perhaps a cross-post referencing this one on EA's Answers HQ Board might kick up some additional ideas.

    Yeah, it runs at 100% when I'm in game, but as soon as I minimize the game it drops down to 10%
    I'll go ahead and do that then.
