How to add Neighbors?

Hi! I'm trying to do a social task, but the item I need isn't in another's sim town and I'd rather not waste my LPs 
So I've been trying to add my other town as a neighbor, but I don't even know if that's possible anymore 
If it is, can someone let me know how? Thanks! 
EDIT: Forgot to add, I'm not sure if this matters, but I have an IPhone 5c with iOS 10
