Would take a loooong time to hit that max. I've played one legacy multi-family for 7 real life years, 85 game years and only have 1299 sims in the hood. (4 sub hoods) No townies though. Only playable sims and the service sims.
Most of my families have lots of kids too and yes, I use a cheat. Lotfullofsims from ModTheSims I used for many years. Just recently downloaded Unlimited Sims by Boiling Oil at Simbology. You have to decide for yourself how many sims on a lot your machine can handle but there is no game reason for the limit other than to make it easier for low end machines.
Mine too. Lol. I also move them out as soon as they are old enough. I'm always looking for "the one" who will be my next main Sim. Then I move on to them once I pick one and start over.
